Systemic Integration for Educational Reform in Racially and Linguistically Diverse Contexts: A Summary of the Evidence

This article is a summary of findings from an extensive review of literature of research on educational reform originating at or being supported by various systemic levels. The goal of this review was to gain a better understanding of the factors influencing the improvement of education for racially and linguistic minority youth. We report findings with regard to the school, district, community, design team, state, and federal government levels, explicating the linkages between levels that are needed for reform to be successful. Implications for policy and practice are discussed.
