Building a Better Life: Implementing a Career and Technical Education Program for Incarcerated Youth

This article reports on the development and implementation of a Career and Technical Education (CTE) Program in a county jail system in New York State. The program is funded through the Carl D. Perkins Career & Technical Education Act, which reserves a pocket of funds for individuals in county correctional institutions. This program integrated CTE skills within the existing educational programs and specifically focused on three eight week modules of instruction. This paper reports on the program structure and the positive effect it has had on the program using a number of quantitative measures (measurable gains in terms of attendance, program completion, technology use, increased numbers of students who qualify to take the GED test, and increased passing rates on the GED).
