Cost Benefit Studies. Final Report.

This document applies Dr. Mehar Aurora's method for conducting cost benefit studies to the Food Manufacturing Technology-Dairy and the Food Manufacturing Technology-Canning and Freezing programs offered by the Moraine Park Technical Institute. Costs to individual students enrolled in the programs include tuition, fees, housing, travel, books, supplies, and foregone earnings while attending school; benefits to individuals include increased earnings, earnings while attending school, employability, and being a better consumer. For society, costs include capital and operational costs of the school, loss of tax revenues, and the foregone productivity of the laborer; benefits to society include additional tax revenues in the long-range, lower unemployment rate, less public assistance and welfare payments, and increased productivity of the workers. This study considers specific figures applicable to the Dairy, and Canning and Freezing programs, and is intended to serve as a model for future studies in the costs and benefits of vocational-technical education. An outline of the basic methodology is included, as are charts resulting from applying the methodology to program statistics. (Author/NHM)
