Organizational Structure and Strategy. Symposium 30. [Concurrent Symposium Session at AHRD Annual Conference, 2000.]
This packet contains four papers on organizational structure and strategy from a symposium on human resource development (HRD). The first paper, "Exploring Alignment: A Comparative Case Study of Alignment in Two Organizations" (Steven W. Semler), reports on a case study that compared the results of an alignment measurement instrument with an expert qualitative assessment while gathering narrative examples describing strong and weak alignment in an organization and offers validation evidence for the measurement instrument. The second paper, "Vertical Integration of HRD Policy within Companies" (A. A. M. [Ida] Wognum), reports on a study that explored whether so-called vertical integration of HRD policy at different organizational levels occurs within companies. Findings indicate a virtual absence of HRD policymaking or strategic HRD aligning in all aspects and levels within the companies studied. The third paper, "Speculating about the Connection of Management Development and Organizational Goals: A Post-Data Collection Interpretation" (Max U. Montesino) reports a post-data collection interpretation derived from the evaluation of an international management development program. The speculations offered emerged as themes from the data analyzed. Background information about the program evaluated is provided to contextualize the post-data collection interpretation. The final paper, "Strategic HRD and Stakeholder-Based Evaluation: A Conceptual Framework of In-Service Training Programs in the Evinset Project" (Sari Heinonen, John A. Niemi), proposes the concept of strategic HRD to support teachers' personal and professional development as an integral part of a school's organizational development. A stakeholder-based framework for evaluation of inservice training programs also is proposed. The papers contain reference sections. (KC)
