Out-of-school time programs provide intervention and prevention services to young people who are deemed "at-risk" with the goal of improving their social, emotional, and academic development. However, research indicates that children and youth who are most "at-risk" are less likely to participate in out-of-school time programs, and do so less regularly than others. Given this pattern, program staff members need to be creative in their efforts to recruit, engage, and retain at-risk children and youth in programs. Implementing a "youth in governance" model can be an effective strategy for involving these young people. This brief defines youth governance and briefly discusses the benefits of involving at-risk children and youth in out-of-school time program governance. It also identifies steps that out-of-school time programs may consider when implementing a youth governance model and presents recommendations for dealing with potential challenges to implementation.
