Strategy for Improved Nutrition of Children and Women in Developing Countries. A UNICEF Policy Review.

This United Nations Children's Fund (UNICEF) report proposes a strategy for reducing, and ultimately eliminating, malnutrition in developing countries. It proposes a methodology for the identification of appropriate actions in a given context through situation assessment and analysis, rather than through a predetermined set of technical interventions. A community-based monitoring system is the key to the assessment. Central to the methodology is a conceptual framework reflecting the multisectoral nature of malnutrition. The strategy is applicable at household, community, district, and national levels. Important strategy components include the promotion of breast feeding and attention to outreach and urbanization. Potentially important components, identified through analysis, are discussed in terms of whether they address immediate, underlying, or basic causes of malnutrition. A summary and introduction are followed by sections discussing: (1) the nature of the nutrition problem; (2) the development of a new nutrition strategy; (3) nutrition goals for the 1990s; (4) a strategy to achieve nutrition goals; (5) operationalization of the strategy; and (6) important components of a nutrition strategy. A concluding section provides the text of a UNICEF executive board decision reached in 1990. (RH)
