In this review of the effect of busing the methodology used is a content analysis of articles and documents from educational journals, the New York Times, and transcripts of Congressional Hearings. An analysis of these sources revealed that the bulk of the material is often confusing sometimes contradictory, and usually unsubstantiated. The primary objections which have been raised against busing fall into four categories: (1) the neighborhood school concept, (2) the educational benefit concept, (3) the social experimentation concept, and (4) busing used as a symbol of racism. The public's negative perception of the impact of busing can be summarized as a combination of a loyalty to the defunct but still popular concept of the neighborhood school, the confusion created by lack of knowledge as to the precise educational effect to be derived from an integration program that uses busing, an unsettled feeling created by those who perverted the meaning of one of the important purposes of desegregation and busing by branding it "social experimentation", and the impact of a widespread racism guised in the symbol of the bus.
