Making Bosnia-Herzegovina Safe for Democracy: (With Some Help from the Kindergartens)

More than a dozen years ago, meetings held in Dayton, Ohio sponsored by the Clinton administration brought to an end three years of intense conflict in Bosnia-Herzegovina. Of all the many organizational attempts at community building and democratization since then, one of the most successful has been the adoption of elementary and secondary curricula from the Center for Civic Education in Calabasas, California. As adapted, translated, and run by the NGO (nongovernmental organization) CIVITAS-Bosnia, the Center's curricula have been so successful that they are now a part of Bosnia's national Planned Education Program. Most recently, the Center published its Foundations of Democracy materials for use in the early years. Subsequently, plans were made by CIVITAS-Bosnia to expand its programs to the kindergarten level. Like the programs for older children, the kindergarten curriculum incorporates both content about democracy and opportunities to practice democracy in daily classroom life. A pilot project was created to begin in February 2007 and last for the rest of the school year. In this article, the author describes her experience when she was involved in teacher training and program evaluation for the kindergarten pilot. She discusses the Bosnian pilot program and presents a survey administered to teachers, pedagogues, and principals, which demonstrated the effectiveness of the CIVITAS curriculum for kindergarten children and impressive side benefits for their teachers.
