Community Building: The Community College as Catalyst.

This book highlights the community building experience at Maricopa Community College District (MCCD) in Arizona. Sixty-five percent of upper division transfers at Arizona State University come from MCCD, and 80% of The University of Phoenix's graduates have done a major portion of their lower division work at MCCD. At any given time, 50 to 60 industries have contractual training arrangements with the colleges. MCCD must meet both the community's rising social needs and serve its region's economic development needs. However, moving away from such core functions as university transfer, general education, technical offerings, and specialized career programs can put a community college at risk from policymakers and such threats as taxpayer revolts and cost-cutting referenda. This book examines the enabling statutes in several states to determine how deep their mandates for community development are. The authors found that few statutes include language that supports community development as a central function of the community college. After a 2-year period of community-building discussions, MCCD formally added "community building" to its values statement, though MCCD continues to struggle with internal tensions regarding its roles and priorities regarding community building.
