This is the seventh analysis of the percentages of pupils aged 5 to 15 in special schools and the percentages of pupils aged 5 to 15 with statements in special schools. The analysis is based on the official Department for Education and Skills data of indicators for England. Findings indicate the national percentage of 5- to 15-year-old pupils in special schools across England's 149 local education authorities (LEAs) fell from 1.39% (88,793 pupils) in 1997 to 1.32% (86,942 pupils) in 2001, continuing a trend of nearly 20 years. This reduction in segregation occurred despite a rising total school population. There were, however, still wide variations across all LEAs. In 2001, the London Borough of Newham had the smallest percentage of pupils in special schools with 0.35%, and Manchester had the highest with 2.64%. The six LEAs with the smallest percentage were Newham, Rutland, Barnsley, Calderdale and Cumbria, and Nottinghamshire. Of the 98 LEAs providing comparable data for 1997 and 2001, 41 LEAs showed a disturbing rise in their percentages of pupils placed in special schools. Finally, the national percentage of pupils with statements in special schools fell from 41.09% in 1997 to 36.24% in 2001, also continuing a trend started nearly 20 years ago. (CR)
