An automated testing approach utilizing materials and expertise from three areas--programed testing and learning, driving simulation, and driver examination and evaluation--was investigated. METER (Machine Examination, Testing, Evaluation, and Reeducation) was a centralized system composed of three different sub-systems designed to test individual knowledge, defensive driving ability, and group knowledge. Each of the three sub-systems was interfaced with a central computer to enable one license examiner to operate the entire system and to provide for common data collections. The operational evaluation of the program demonstrated that the centralized systems approach was unsatisfactory and that separate, stand-alone testing systems should be utilized whenever possible. In addition, the group testing sub-system proved unsatisfactory as a testing procedure because of the administrative problems it created. A stand-alone individual knowledge testing system was determined to be operationally favorable. (Author/JY)
