The organization, scope, and activities of the Indiana Occupational Competency Testing Center were expanded to accommodate the requirements of the new Occupational Specialist Certificate for secondary vocational teacher credentialling. A pilot project involved three regional sites in the state. The director of the host area site acted as area coordinator with responsibilities in promotion, selection of test candidates, facilities preparation, counseling, and supervision. In each area center, five common tests were offered for conditionally certified teachers: auto body repair, auto mechanics, machine trades, carpentry, and welding. Three or four additional occupational tests were offered at each site. Tests were offered in 15 different occupational areas. Forty-eight persons were involved in the pilot written and performance tests. On written and performance tests, 33 and 29 pilot test candidates, respectively, scored above the national mean. A cost analysis of the test operation using the proposed model found that the cost of operation was approximately $700 per candidate. Recommendations were made for retention of the model, use of National Occupational Competency Testing Institute tests to assess the occupational competence of occupational specialist candidates, annual workshops for training of performance test examiners, and state funding.
