Multinational colleges and universities pose numerous challenges to the traditional models of quality assurance that are designed to validate domestic higher education. When institutions cross international borders, at least two quality assurance protocols are involved. To guard against fraud and abuse, quality assurance in the host country is concerned with authorizing education offered only by reputable foreign institutions and determining whether the branch can fulfill its educational obligations to local students. This chapter highlights the dilemmas facing traditional models of quality assurance in a global environment where higher education institutions can and do cross geopolitical borders. It provides an overview of multinational quality assurance to help leaders of international branch campuses (IBCs) and their home campus colleagues understand the unique quality issues that emerge when a college or university crosses international borders. The first section discusses the concept of quality assurance, including how quality emerged as a significant issue for higher education over the past quarter century. The chapter then focuses on the range of external quality assurance processes in existence, using brief case descriptions from several countries to highlight the major strategies employed by both importing and exporting countries. The emerging field of multinational quality assurance is discussed in the third section, highlighting various attempts at standardizing and integrating national and regional models.
