This booklet provides step-by-step advice for New Jersey school administrators on the organization of bargaining units and on negotiation. The section covering organizing reviews briefly the rights of school employee associations to negotiate, the values of collective negotiation, and the specific requirements and procedures involved in establishing a recognized bargaining unit. Information on preparing for negotiations is presented next, describing forms that must be filed, the composition of negotiating teams, the kinds of data that must be gathered and methods for gathering and developing them, and the importance of background information on the district's negotiating history and the attitudes of local school board members. The booklet then discusses specific contract items, including unit membership, negotiation procedure, grievance procedure, employee and association rights, communication between the association and the district, staffing, evaluation, leaves and vacations, hiring and transfers, school calendars, curriculum determination, professional development, insurance and safety, salary deductions, and other factors. Ground rules for negotiation are outlined next. A discussion of impasse procedures concludes the text, covering mediation, fact-finding, arbitration, and claims of unfair labor practices.
