This monograph is presented as a practical guide for appraising the performance of classified employees in Georgia and contains materials designed for adaptation by other state school districts. The monograph provides a literature synthesis and a generic performance appraisal system. Following an introduction and overview, section 2, "Characteristics of a Performance Appraisal System Based on the Literature," offers information on consistent, formal, and periodic use of a performance appraisal system, use of job description factors as a basis for performance appraisal, use of written procedures for the completing performance appraisals, and use of performance appraisal information for training and development of classified employees. The section includes 23 references. Section 3,"Generic Performance Appraisal System," synthesizes results of the literature review, which are appled to the topics in section 2. Eleven references and eight figures are included. Methods of implementing the system are given in three appendices that comprise one-third of the document. Appendices are entitled: (A) "Procedures and Instructions for Generic Performance Appraisal System for Classified Employees"; (B) "Guidelines for Supervisors (Appraisers) in Completing Performance Appraisals"; and (C) "Blank Forms for Using Generic Performance Appraisal System for Classified Employees." Readers are encouraged to use the appendices in any way that may be helpful. (CJH)
