On the Prevention of Juvenile Crime

Crimes committed by juveniles are among the most urgent social problems. Juvenile crime is as prevalent as crime itself is, and it has not been solved completely in any society and cannot be solved through law enforcement measures alone. In this article, the authors discuss the dynamics and structure of juvenile crime in Russia and present data about the "crime experience" of juveniles serving time in colonies. Although most general characterizations of juvenile crime make it possible to address both the research and the practical problem of measures to be mapped out to prevent crime, these measures have to be of a comprehensive character and extend to all civic and state institutions and they have to take account of the characteristics of each region. In the comprehensive approach to mapping out of measures of crime prevention, a number of levels can be provisionally singled out. The authors discuss aspects of juvenile crime prevention in the country and identify levels/ in such prevention. In measures to prevent juvenile crime, the authors assert that it is fundamentally important to work to detect families and children suffering from potentially harmful problems; assigning this function to the agencies of internal affairs.
