Ensuring Equitable Opportunities for Delaware's Undocumented Career and Technical School Population

This executive position paper proposes a legal process by which undocumented students enrolled in career and technical schools can obtain cooperative employment and pursue post-secondary opportunities. The recommended process is based on the current plight of undocumented students who are caught between harsh federal immigration policies and equitable state education policies. A summarization of demographic data, the history of the Development, Relief, and Education of Alien Minors (DREAM) Act, and state responses to issues related to this population is provided. In addition to state education policies which are non-discriminatory, the current issues faced by undocumented students are underscored by the Supreme Court rulings of "Brown v. Board of Education of Topeka" (1954) and "Plyler v. Doe" (1982) which clearly defined the need for equitable educational opportunities and societal benefits of educating all people, regardless of citizenship status. A qualitative case study design was used to gain an understanding of how Delaware state leaders view a solution to the issues discussed. Interviews were conducted in order to develop the Career and Technical Plan of 2012. The plan addresses specific needs of undocumented students, with the end goal of providing equal access to all educational opportunities.
