"Zero to Three" is a single-focus bulletin of the National Center for Infants, Toddlers, and Families providing insight from multiple disciplines on the development of infants, toddlers, and their families. Conceived by the Zero to Three Child Welfare Task Force, this issue focuses on agents of change for infants and toddlers in foster careindividuals, programs, institutions, and systems that are concerned with the growing numbers of very young children in the foster care system and their distinct, though often unrecognized, vulnerability.
