The National Institute of Adult Continuing Education (NIACE) Adult Participation in Learning Survey 10 years ago showed that two-fifths of the adult population said that they had taken part in learning in the last three years. A decade later, the 2012 survey shows that little has changed--active participation in learning remains a minority activity among adults in the United Kingdom with just 38 per cent reporting learning in the previous three years and 36 per cent reporting that they have not learned since leaving full-time education. Two of the authors offer their reactions from the perspective of Unionlearn and the UK Commission of Employment and Skills regarding this learning divide in the UK. (Contains 2 figures.)
