This document discusses the components necessary in the development of a forecasting process by which manpower needs can be determined and the development of action programs by which the projected needs may be satisfied. The primary focus of this manual is directed at that person in a state agency who has the responsibility for planning the manpower and training requirements of municipal wastewater treatment plants. Discussion within this manual deals with the principles of manpower planning, development of a water pollution control program, human resource development, manpower planning and applied manpower planning for municipal wastewater treatment plants.
