This qualitative study investigated the experiences of 10 superintendents in Pre-K-8, 1A, and small 2A schools located in rural areas of Texas, who have implemented an online learning program or programs. Narrative techniques were used to explore the challenges that they faced in the pre-planning, planning, implementation and evaluation of their online programs. As superintendents told their stories of challenges and successes, the following themes emerged: (a) superintendents holding a steadfast passion and personal commitment that online learning was essential for students; (b) providing essential communications; (c) relying heavily on district technology staff and education service centers for recommendations of connectivity, hardware and software to make the online programs possible; (d) finding funding through grants and other resources; (e) taking steps to overcome teacher resistance; and (f) identifying evaluation tools. For practitioners seeking to develop an online learning program in a small rural school, this study may provide insight into assessing the resources and capabilities needed for successful implementation.
