A study sponsored by the United Nations Educational, Scientific, and Cultural Organization had the following objectives: (1) to describe and evaluate the policies, practices, facilities, and methodology of foreign language teaching in the Commonwealth Caribbean, the Dominican Republic, Haiti, Suriname, the Netherlands Antilles, and Cuba; (2) to describe and evaluate the external resources in the field of language teaching; (3) to examine the language patterns and attitudes in the different countries; (4) to describe and evaluate current measures for overcoming language barriers (e.g., interpretership and translation services); and (5) to make recommendations for projects to reduce language barriers among the countries. Questionnaires, which are appended, were sent to various agencies, and interviews were also conducted. It is concluded that there exists in the Caribbean an educational infrastructure, a pool of personnel, and a level of consciousness that is sufficient for a successful program to reduce language barriers. Short-term recommendations concern language teaching; medium-term recommendations concern reforms in school systems and the creation of machinery for new functions outside the school systems; and long-term recommendations concern national language planning and policy.
