School Segregation, Residential Segregation: Some Speculation.

This essay addressed the question of to what extent does school segregation and school desegregation policy shape residential segregation. Census data, ethnic segregation, voluntary self-segregation, and attitude surveys are discussed in the residential segregation section. The Wolf and Lebeaux study is critically appraised in reference to school and residential segregation. The consequences of school desegregation policies for school and residential segregation is reviewed. The research of James Coleman, Sara D. Kelly, and John A. Moore is analyzed. Contrary to Coleman's assessment of white flight to the suburbs, the author indicates that upon critical evaluation of the research data pertaining to the 21 school districts massive desegregation has had little or no effect on white flight to the suburbs. Finally, the effects of school desegregation and school and residential segregation is assessed. Tables of black and white family income for 1969, Boston's Irish and Italian surnames by selected voting districts, and black, Irish, and Italian population data are presented. The appendix includes the Morgan vs. Kerrigan case and a paper presented by James Coleman to the American Educational Research Association. An extended list of references is also included. (JP)
