PREP Implementation in Hillsborough County. Cycle III. Evaluation Report.

The third phase of a three-cycle evaluation process designed for the Primary Education Program (PREP) of the Hillsborough County Public Schools (Tampa, Florida) was undertaken by evaluation teams in April 1981. Evaluation involved different data collection techniques. First, interviews with principals and curriculum intervention specialists at nine sample schools provided descriptions of the extent of PREP's health component (including health assessment, referrals, and record keeping) and educational assessment, instructional strategies, staff development, and parent involvement. Second, examination of PREP records of kindergarten and first grade pupils indicated the extent of compliance with record keeping guidelines. Third, classroom observations allowed identification and comparison of objectives, strategies, activities, and interactions in different PREP classrooms. Fourth, teacher questionnaire responses indicated teachers' training needs and requirements for student assessment and strategy assignment. Finally, statistical data provided personnel utilization information. This report presents the evaluation findings, discusses conclusions and recommendations for cycle three, and describes action taken on recommendations for cycles one and two. Appendices include some forms used in the evaluation, and definitions of variables considered in the study. (MJL)
