This compilation brings together various conference papers and a working group report on the topic of residential services for people with deaf-blindness and other profound disabilities. The title paper by Lyle T. Romer describes three measures for evaluating residential programs: capacity, progress, and lifestyle. Valued outcomes of a residential services program are defined and measured, focusing on the Valued Outcomes Information System as a measure of lifestyle quality. A response by George H.S. Singer, titled "A Systems Approach to Quality Residential Services for Those Who Are Profoundly Handicapped with Deafness and Blindness," discusses policies, community services, and organizational characteristics required to create desirable homes. A response by Stephen S. Barrett titled "Trends and Issues in Developing Community Living Programs for Young Adults Who Are Deaf-Blind and Profoundly Handicapped" outlines a continuum of community living alternatives; examines the issue of categorical versus integrated settings; and considers the role of parents in planning, funding, and implementation of programs. The report of the Working Group on Community-based Housing Options describes program characteristics, issues, and recommendations for policymakers regarding community residential options for young adults who are deaf-blind.
