It's almost a year since the revolution--the "Learning Revolution," that is. This was the Government's long-term vision for the development of "informal adult learning", as laid out in the White Paper of March 2009. The vision was expansive, embracing informal learning in the workplace, promoting a "new" culture of involving the arts, broadcasting and new media, and a reinvigorated role for local authorities. "The Learning Revolution" says, "local authorities are uniquely placed to unlock the learning potential of many local services. Local authority leadership will ensure informal learning plays a strong role in local strategies for community cohesion, active citizenship, health and well-being." In this article, the author argues that local authorities are crucial to the long-term success of the revolution. The future of the Government's long-term vision for informal adult learning lies in the hands of local authorities. Success will depend on linking informal adult learning both with other public services and with the rest of the learning and skills sector. Local authorities working with their local colleges and community organisations are key to the long-term success of informal adult learning and the wider educational offer to adults.
