This document describes a pilot adult literacy program called Project REACH (Reading, Education, Achievement), which was begun in 1987 in New York by the Governor's Office for Employee Relations (GOER) and the Civil Service Employees' Association (CSEA). Following an executive summary, an introduction sets the stage by explaining the need for the program, the concept of workplace literacy, the role of labor unions in the program, and the program's relationship to relevant research and professional literature. Chapter 3 gives an overview of the program. Chapter 4 describes the Volunteer Tutor Network, which is intended for employees who read below the eighth-grade level. Among the items discussed are recruitment strategies and student evaluation results. Chapter 5 explains PALS (Principle of the Alphabet Literacy System: Computer Interactive Training Labs), which use personal computers and videodisk players to teach employees who read below the sixth-grade level. Cost effectiveness information and evaluation findings are reported. Chapter 6 discusses the positive aspects of the program. Recommendations are offered in chapter 7, followed by an 18-item bibliography. The four appendices contain the Project REACH work plan, the SKILLS Profile, a checklist, the table of contents of the PALS teacher's manual, and a compilation of questionnaire responses concerning the People Reaching People component of the program.
