The international regulation of the radio frequency spectrum is seen as an interplay of international law and technology. The means by which the radio frequency spectrum is apportioned among and used by the nations of the world are analyzed. An in-depth examination of the international agency responsible for regulating the use of the spectrum, the International Frequency Registration Board of the International Telecommunications Union, is presented, along with an explication of the international law establishing rules of conduct that govern such use.
