Since the 1940's, Operation Bootstrap, an economic development program, has changed Puerto Rico from an undeveloped country to one with increasing energy demands, decreasing natural resources, and alarming environmental degredation. The Puerto Rican government is presently supporting high-energy industrial facilities without regard to environmental disruption or energy yields. (MA)
