Interviews 15 communications and public relations practitioners and professors with experiences on both sides of the 49th parallel and reviews relevant literature. Concludes that the greater acceptance of two-way symmetrical communication in Canada than in the United States results from the tradition of compromise embedded in Canadian culture. (SG)
