Energy Relations in Russia: Administration, Politics and Security

This chapter analyses energy relations through a prism of three interlinked concepts: administration, politics and security. This triad describes the basic approaches to questions about technical, politicised and securitised energy. These three concepts are logically linked to one another and represent an elementary matrix; a prism through which different segments of the energy discourse can be analysed. The proposed scheme is of research interest for several reasons. First, it shows that many problems of communication between participants in energy relations arise when these three approaches are combined, whether consciously or unconsciously. Second, practice shows that one and the same country can have several different modes of communication in its arsenal. Third the interconnection between two concepts are important for understanding energy relations that are at first glance opposing, namely, transparency and security.
