The Influence of Guidelines on Local Curriculum Planning.

A questionnaire survey provided data for this study of current ministry guidelines usage in Ontario. The study reveals that while guidelines have frequently been ignored in the past, most school boards are taking current guidelines more seriously. Local curriculum committees have been largely ineffective in implementing and refining ministry guidelines due to lack of committee preparation time, technical skill, subject matter expertise, administrative support, and to naive assumptions about change. However, there has been a recent increase in sophistication in curriculum development leading to a variety of new approaches that include regionally based planning, preprocessing by a board consultant, the levels of congruence plan (focusing on the technical tasks), and the levels of usage approach (emphasizing teacher behavior). The author argues that rather than concentrating on new approaches, professionals should reform the ministry guidelines to eliminate ambiguities about objectives. (Author/WD)
