This handbook contains guidelines for the use of Ohio school districts in developing policy on student behavior, rights, and responsibilities. There are three main sections. The first describes current Federal and State law and practices relevant to student rights. The second deals with specific student behaviors that are often the subject of school rules (dress, marriage and pregnancy; drugs and alcohol; violent/disruptive behavior; out-of-school conduct; discipline; and student records), describing relevant current laws and practices and suggesting possible procedures for assuring that behavior rules reflect both student rights and student responsibilities. The final section provides a summary, including the following requisites for prescribed school rules: (1) a rational relationship to the achievement of the educational purpose of the school district; (2) compliance with fundamental constitutional rights; (3) compliance with any nondiscrimination requirements of federal and state law; (4) sufficient definiteness to provide notice to reasonable students that they must conform their conduct to the rule's requirements; (5) reasonableness in the exercise of the authority granted; and (6) all school rules must be reasonably and consistently applied. An appendix contains Section 3316.66 of the Ohio Revised Code, which governs suspension, expulsion, and emergency removal. (KH)
