The International Baccalaureate program was developed in 1968 to accommodate mobile foreign diplomats who wanted their children to have a consistent school program that would prepare them to pass rigorous university entrance examinations back home. The program has grown rapidly in the United States. With its external exams tied to a challenging curriculum, it is consistent with the types of systems associated with high-level student achievement. (SM)
