Recognition of the lack of time spent in planning during the typical administrator's day led the superintendent of schools in McMinnville, Oregon, to develop the Management Plan for Improvement (MPI). The process involved establishing the functions of top and middle management, and requiring middle managers to design objective-oriented plans for their own areas, following the MPI format. While this document predates formal evaluation of the plan's first year in operation, indications are that the program is proving successful. Appendices include a sample of the MPI format and two examples of MPIs actually used. (Author/PGD)
