Magnet Schools and Desegregation: Study of the Emergency School Aid Act Magnet School Program. Summary Report.

This paper is a summary report of the "Study of the Emergency School Aid Act Magnet School Program" which was undertaken to determine the effectiveness of magnet school programs as a strategy in school desegregation. The representative sample of eighteen schools used in the study and their community contexts are described, and the relationship of magnet schools to effectiveness in school district desegregation is analyzed. Taken into consideration are those characteristics of magnet schools which correlated with desegregation effectiveness. Additional correlates identified include those which helped magnet schools meet enrollment and racial composition goals. Emergency School Aid Act (ESAA) awards criteria and awards processes are examined in relation to magnet school effectiveness. ESAA funded and non-ESAA funded programs are discussed and their effects on magnet schools are compared. Recommendations are outlined for making the role of magnet schools and the Magnet School Program more effective in school integration. (Author/EB)
