The Comprehensive School Reform (CSR) program has become a valuable resource in the implementation of the Puerto Rico Department of Education's educational reform process. To support the process, the Commonwealth of Puerto Rico granted computerized equipment, reading and mathematics software and training designed for schools. This included reading and mathematics software delivered over game consoles or the computer. The program placed a strong emphasis on professional development and family involvement. This report presents the results of an external evaluation to determine the effectiveness of the program and its impact on student academic performance in 15 Puerto Rico public schools. They were mostly located in rural areas and only one had reached accreditation status. The report outlines challenges faced in implementation as well as the results and feedback from administrators, teachers, and students and concludes with recommendations for improvement of the program. Sample results include: 75 percent of school principals rated their level of satisfaction as high for the integration of the materials and equipments and technical support offered; parent/teacher/student interactions were improved with increased parental visits to school, better communication with parents, and involvement of entire families in the education process; learning was improved by increasing motivation and academic achievement; and 97 percent of students reported that the software helped them get better grades, especially in English. The overall perception was that the program could help high- and low-performing students, as well as those with special needs. It increased grades on report cards as well as scores on state tests.
