The Governor's recommendations to the 1984 Kansas Legislature are summarized in this pamphlet. Elementary-secondary level recommendations include additional state aid to school districts, some to be used exclusively for teacher salaries; "full" teacher certification to be achieved only after successful completion of a year of internship in a teaching position; and more funds for inservice education. Curriculum initiatives include reestablishment of a competency-based education testing program, an increase in graduation requirements, and the addition to the Department of Education of two additional program specialists in mathematics and science. Recommendations for higher education reflect the Board of Regents' request to prioritize faculty salaries, equipment, capital improvements, and major maintenance needs as the greatest areas of concern. Continuation of support is recommended for the community colleges and the various vocational training institutions. Six tables distributed throughout the pamplet illustrate proposed and past budgets. Brief concluding remarks direct parents, students, teachers, school boards, the business community, and legislators to involve themselves in improving the public educational system in Kansas. (MLF)
