Project JOEY Final Evaluation.

Project Job Opportunities and Education for Youth (JOEY) attempted to link 290 youthful offenders to a comprehensive employment and manpower development strategy that involves (1) expanding the number of employment opportunities; (2) developing job training and manpower programs; and (3) removing the barriers that unjustly exclude persons from obtaining productive employment. The project's twenty-two months of operation were evaluated by comparing planned outcomes to actual outcomes to determine level of success. Data for this evaluation was taken from client and project files and project accounting reports, as well as from clients, employers, and probation officers through mailed questionnaires; and from twenty client interviews. Analysis of the data showed that the project was successful in securing employment for about 200 youngsters, and that more than half who worked developed employable skills. About one-third of the clients, however, failed to respond to the project or to use project services. Recommendations for future operation of the project include better planning (in order to achieve appropriate entrance criteria, reasonable staff workloads, achievable program activities, more realistic budgeting, and a committed staff) and a built-in evaluation strategy.
