While the Education for All Handicapped Children Act of 1975 (Public Law 94-142) and Section 504 of the Rehabilitation Act of 1973 first established the basic framework for determining the rights of handicapped students, both the courts and Congress are continually interpreting and changing the standards. The eight papers included in this publication are presented to update school attorneys on changes in the law since the original edition of "Schools and the Law of the Handicapped" was first published in 1980, and to provide some new perspectives on various aspects of the laws and their regulations.
