Large-scale energy or resource development projects in rural areas cause environmental, social, and economic changes in the community. The negative aspects of these impacts can be mitigated and the positive aspects enhanced, through the use of effective impact management strategies by local and state governments (together and separately), the federal government, and the project developer. Communities undergoing rapid changes related to energy development usually experience a rapid and large population influx and resulting social problems; an overload of existing facilities and services; and pressure for change in the community's economic structure. The major social and economic sectors impacted are: community cohesion and social structure, education, housing, fire and police protection, transportation, utilities, social and health services, recreation, planning and growth management, and funding problems and needs. For each sector the report presents a summary of the most common management tools, techniques, and planning strategies currectly being proposed or implemented in Western United States coal development communities, and discusses three crucial issues in impact management: the community's planning capabilites, the community's acceptance of planning, and obtaining sufficient funding for any needed expansion of public facilities and services.
