The CCC Institutional Development Program: Organizational Change from the Chief Executive's Perspective.

Cuyahoga Community College's three-phase Institutional Development Program (IDP) was established in January, 1975, to provide systematic and uniform college-wide planning and management procedures. This report first discusses the social forces which led the college to undertake the IDP; identifies the long-range planning, governance, and management improvement program areas of IDP; and discusses the progress made during Phase I (January, 1975-July, 1976). Noted accomplishments included: (1) the development of a five-year Master Plan Update; (2) the organization of board and cabinet level committees to assure board and top executive input and support; (3) the publication of budget preparation and staff reference and organization manuals; and (4) the selection of a financial management consulting firm. The report then discusses the advances made during Phase II (July, 1976-January, 1978) in improving manual operations in the financial management area, integrating the planning and budgeting processes, upgrading the computer support system, and implementing a new governance system. Implementation of the Management Staff Development and Training Program of the Higher Education Management Institute during Phase III (January, 1978-Fall, 1978) is then discussed. The report concludes with eight suggestions for IDP implementation. (JP)
