Policy Brief: The Four Horsemen

In this policy brief, the author contends that there are four other principal causes of the collective poor showing on reaching state equity goals in the United States. These are the Four Horsemen of the Apocalypse in the school finance world. The first horseman rides an economic horse, the second a sociological horse, the third a political horse, and the fourth a professional horse. Here, the author discusses the problems which represent the Four Horsemen in the school of finance. The first problem is the growing inequalities in income and wealth over the last quarter of a century in the country. The second is the increasing tendency of people to segregate themselves in geographic space. The third is political. Fourth is the matter of educational professionalism. (Contains 5 footnotes.)
