Evaluation of the Educational Experiments on the Hermes Satellite, 1976-77. Final Report.

The 25 projects described were concerned primarily with educational applications of communications satellites, although some projects in additional public services--health, community development, and administration--were included in the Hermes satellite program. Solicited by the Department of Communications (DOC) from agencies and organizations across Canada, these projects were selected from the 49 proposals originally submitted. Experiments which were approved were allocated portions of satellite time for conducting their projects. Evaluation of the public service sector projects was a major DOC priority. Each project had an evaluation plan and an external team contracted to prepare a general evaluation design and assess the overall significance of the educational experiments with respect to future uses of satellite telecommunications technology. The Hermes communications technology satellite was made in Canada and launched in the United States, representing a joint venture between the two countries. The Hermes educational projects stimulated considerable interest in educational applications of telecommunications satellite technology, and raised numerous questions regarding its effective and efficient use. The evaluations conducted provide initial information, but no definitive answers. (Author/JEG)
