Identifying Fit of Mission and Environment: Applying the American Community College Model Internationally

The two-year community college is a hundred-year-old phenomenon, locally funded and distinctly American, yet increasingly exportable. Serving ever more varied roles while being challenged economically, legislatively, and academically to meet progressively higher expectations in the United States, the American community college has been discovered as a valued and essential resource by countries as far-flung as Vietnam and Saudi Arabia, Brazil and Qatar. The focus of most reporting, analysis, and research on international branch campuses (IBCs), however, has been on higher education institutions that export baccalaureate and graduate-level programs to other countries. This chapter discusses the exporting of the American community college model and the importance of identifying a good "fit" with local partners. The authors analyze the benefits, challenges, implementation issues, and key decisions of a community college working outside of its home country. They draw upon a case study of Houston Community College (HCC) and its partnerships in Vietnam and in Qatar. They conclude with exportable components, insights, and observations regarding the multinational community college.
