A large-scale educational program, involving 30 settlements and neighborhoods that had been defined as suffering from deprivation, this project included a variety of reinforcement and enrichment programs. Information for a case study of the program was collected through interviews. Findings indicated that the guiding principles of the program included a desire for a comprehensive, massive, thorough, and decisive program. Each community involved in the program had a steering committee, and these committees were coordinated at the ministry of education level. Committees were hampered by their inability to do long-range planning, by a desire to demonstrate quick and impressive results, by their constant need for additional funds, and by the lack of effective control measures. Although prospects looked bleak for the project, the outcome was more favorable than expected. The program was, nevertheless, hampered by a lack of literature on long-range planning and by a lack of experience with it by educational administrators. Findings indicate that good research in projects and long-range planning can only be conducted by research institutions, that help from the academic community is badly needed in the planning of similar projects, and that lack of systematic preparation of educational executives may account for some of the drawbacks mentioned.
