Top Public Policy Issues for Higher Education in 2013 and 2014
Association of Governing Boards of Universities and Colleges
Since 1994, AGB has periodically issued papers on policy issues facing higher education. The 2013-2014 edition reflects a higher education landscape that is undergoing rapid and significant change. Such change is compounded by current and longer-term implications of the seemingly never-ending policy debates over traditional financial issues and sequestration. It will affect all higher education sectors, albeit some more than others. The paper's introduction discusses this changing landscape in context. Throughout the subsequent presentation of the top issues, the paper focuses on (and speculates about) how dimensions of public policy-from funding and regulations to calls for greater transparency-will influence our colleges and universities and the work of their governing bodies. The hope is that the paper will again make for good discussions among board members seeking to better understand the many public policy issues emanating from Washington and state capitals, and also being issued by opinion leaders and society at large. The challenges we face are clearly driving many of the policy debates around the country. The top issues identified for the 2013-2014 biennium are: (1) Questions about the Value of Higher Education; (2) Mixed Messages from Policy Makers; (3) Constraints in Institutional Support; (4) The Future of Student Aid; (5) Expectations for Student Attainment (6) Quality Assurance; and (7) Tax Policy and Income Tax Reform. Each issue is described in detail and is followed by suggested questions that board members should consider with their administrative leaders, or use as a discussion guide regarding how particular issues might affect their institution or university system.
