In view of the opportunities made possible by the Framework Agreement between the European Space Agency and the Soviet Union, this article examines the linguistic aspects of the agreement and its implementation. Many communication problems are related to Western concepts of project management and control that are difficult to translate into meaningful Russian equivalents. (Author/LB)
