The paper considers the elements of the information environment of preschool educational institutions by the example of the Ulyanovsk region. The article describes the interconnected system of factors that includes qualified personnel, logistics support, methodological basis, and management structures that affect the development of the information environment of kindergartens. On the assumption of the specificity and character of the pedagogical activity of education, and the didactical potential of information technologies, the structural-content components of teachers' preparation for the use of information technologies at preschool educational institutions are distinguished and substantiated. In addition, the paper studies the personnel policy, logistics and methodological basis of Russian kindergartens, and concludes that the efficient development of the information environment in kindergartens requires managing structures, the functions whereof would include information-methodological support of teachers.
