Title I Achieving Schools Study

This article describes an educational program evaluation conducted by Dr. Eric Barela. Barela is a senior educational research analyst with the research and planning division of the Los Angeles Unified School District (LAUSD). He joined the division as an urban education research fellow and has been an internal evaluator with LAUSD for almost six years. He has directed several evaluation studies including the Priority Staffing Program evaluation, the Small Learning Communities Implementation study, and the Title I Achieving Schools study, which is the focus of this article. The purpose of the Title I Achieving Schools study was to provide information to the decision makers of LAUSD on promising school-level practices of elementary schools serving high-poverty urban neighborhoods. Title I was enacted with the passage of the Elementary and Secondary Education Act in 1965. Its intent is to ameliorate the impact of poverty by providing schools with extra funding. These funds are to be used to enact systemic standards-based reform while allowing for adaptability to local conditions. The study was intended to inform LAUSD decision makers about two areas of concern: (1) How high-achieving Title I elementary schools used their resources to supplement their core curricula; and (2) How high-achieving Title I elementary schools are actually implementing their core curricula.
